JILIWIN BSP Complaint: 5 Steps to Escalate a Bank or Wallet Issue
Report the problem to your bank or e-wallet's own complaint channel first.
| Fact | Value |
|---|---|
| Step 1 | Report to the institution first |
| Step 2 | Keep the reply and any case number |
| Step 3 | Chat with BOB |
| Step 4 | Or send the CIR form |
| Step 5 | Track it with your reference number |
A BSP complaint is a second step, not a first one, and the BSP’s own sheet says so. If your problem is a transfer that went to the wrong place, start with the provider’s route in wrong send and the background in the e-wallet Philippines reference. Everything below is the BSP’s procedure as it describes it, with no JILIWIN step in it.
BSP complaint: what it covers
The BSP calls its route the Consumer Assistance Mechanism, or CAM. It is a second-level recourse: the BSP facilitates communication between you and the BSP-Supervised Institution (BSI), so the institution can address your concern directly and aim for a settlement you both accept. It covers only disputes about financial products or services you used from a BSI.
The five steps in order
- Report your concern to the institution’s own complaint or customer service channel.
- Keep its reply, or a record that it gave none.
- Escalate to the BSP through the BOB chatbot until it gives you a reference number.
- If you cannot reach BOB, email the filled CIR form with proof you used step 1.
- Quote your reference number in every follow-up.
BSP consumer assistance through BOB
The BSP calls BOB the most convenient route, because it guides you through the CAM and can answer general concerns and refer your case to the institution involved. Its sheet lists two ways in: the BOB robot icon on the BSP website, or the Message button on the BSP Official Facebook page. Chat until you receive a reference number in the format BSPCMS-2024-ABC1234, which means your complaint has been processed. If BOB cannot answer at once, the case passes to a Consumer Specialist.
No BOB access: the CIR form
Download the Complaint, Inquiry and Request (CIR) form from the BSP and email it to consumeraffairs@bsp.gov.ph. The BSP asks you to include:
- A statement that you cannot use BOB or prefer email or mail.
- The details of your concern and the resolution you want.
- A day-time phone number and email address.
- A copy of your complaint to the institution, with its reply if any.
- Documents that support the complaint.
The BSP says it does not need your PIN, password, account number, card number or identification cards, so leave them out. Keep your ID documents for the institution, as listed in valid ID Philippines.
Other BSP channels
| Channel | Detail from the BSP |
|---|---|
| Phone | Direct line (02) 5306-2584 |
| Walk-in | Consumer Assistance Desk, Ground Floor, BSP HUB, Roxas Boulevard Service Road, Malate, Manila |
| Consumer Protection and Market Conduct Office, 10th Floor Multi-Storey Building, BSP Complex, A. Mabini Street, Malate, Manila |
Office hours and reply times
The BSP office hours are Monday to Friday, 8:00 AM to 5:00 PM, closed on weekends and official holidays. For email or postal complaints, a Consumer Specialist evaluates your concern and responds or refers it to the institution within seven banking days of receiving it. Count those with the banking days calendar, because a holiday pushes the date out.
What the BSP does with your case
Through BOB, the BSP evaluates your complaint straight away, responds, and refers it to the institution if needed. The institution is then expected to address your concern within a given timeline and to explain its actions to you by phone or in writing, with a copy to the BSP. Your reference number is how you track that exchange, and the BSP asks you to put an existing number in the email subject, in the format BSPCMS-2023-ABC1234. Acting in this order keeps your case on one thread instead of several.
Scams, fraud and lending apps
The BSP sheet sends different problems to different bodies.
| Problem | Where the BSP points you |
|---|---|
| Scam or fraud | PNP, NBI or CICC |
| Financing or lending company, online lending app | Securities and Exchange Commission |
